[Dojo-interest] provide and declare

There is a great comment about this in the dojo book, and it really is  
fundamental to learning to use the toolkit well.

The basic concept is that they are very different beasts, but they are  
used together frequently (though they don't have to be). Take a look  
at the post, and then post back any questions you might have that it  
doesn't clear up!
