The goal is not that the reviewer will commit a change without even 
showing them to the chapter author.

Track changes and revision control are not the same thing; they don't 
try to solve the same problem. Revision control is there to let you go 
back to previous versions of a document. Track changes is there so that 
a reviewer can suggest a set of changes in a way that clearer and easier 
than "I think you should change xyz on the third paragraph of page 4". 
Track changes allows much better reviews than if you didn't have it.

You can hammer subversion into working as a review tool, and you can 
hammer track changes into working as revision control. But in either 
case you are using the wrong tool for the job.
