As long as it returns a non-zero return code a SVN hook will "fail", and the
user will get whatever was sent to stdout/stderr (i *think* both).

At work we use http://svnchecker.tigris.org/ to coordinates a whole bunch of
pre- and post- commit hooks, but for basic stuff have a look at:

http://svn.collab.net/viewvc/svn/trunk/tools/hook-scripts/
http://svn.collab.net/viewvc/svn/trunk/contrib/hook-scripts/
hooks/pre-commit.tmpl in any subversion repo
