[dojo-contributors] Dojo 1.1.1 status

So I don't pretend to understand the implications of #3242.  I'd rather see
it land in trunk and have some time in the community before landing in
1.1.1, unless there's an unusually high level of confidence in this patch.
Worst case, it could be part of 1.1.2, should there be one.
