No, not today. Since the choice of bundle seemed to be a runtime
decision, this capability is not in the build system yet. However, you
are the second person to ask within 3 days, so maybe it is worth
considering it as an option.

I assume all of the locales for the layer's flattened i18n bundle
would be included? Feel free to open a trac ticket with specifics on
what should be included. It will only be considered for the 0.9+
codebase -- 0.4.x did not do proper layer bundle flattening for each
layer.

If you want something quick right now for Dojo 0.9, open the layer
file, go to the end of the file, and find the
dojo.i18n._preloadLocalizations() call. Copy the locale bundles and
paste them before that method call. I think that should work.
