[dojo-contributors] SoC mailing list

So with the huge number of SoC students now working on projects, I 
thought that we should both have a better place for mentors to work 
with students on issues and for students to talk about project 
problems.

As a result, there's now a dojo-soc mailing list:

Students and mentors are encouraged to sign up.
