I know it's already been mentioned, but what about Drupal
(http://drupal.org). It has a forums module that is dead simple for any
end user to figure out (http://drupal.org/forum). It's written in PHP
and works with MySQL/PostgreSQL. Since Drupal is a CMS, the entire Dojo
site could live in Drupal which has a ton of benefits (for example,
consistent UI across wiki, blog, forums, etc). Plus it already has a
infrastructure for managing users. The themes are modular, so it would
be relatively easy to brand the site with Dojo's look. When you want to
update the site's look, just deploy a new theme.
Tomorrow night I'm going to the Twin Cities Drupal User Group
<http://groups.drupal.org/twin-cities> to learn more. Should be a gas.
