[dojo-contributors] SVG/VML/Canvas API discussion

I'm not sure either...the only reason for doing so would be to bring
cross-browser compatibility into play (i.e. translate for VML).  I'm not too
keen on the idea either, but part of the reason for this discussion is to
decide if an API is warrented, and if so, what form it should take.
