[ng-dhtml] [Dojo-interest] bug triage for 0.2

There are around 50 bugs / enhancements that haven't been assigned to a 
milestone. How should those be interpreted? Are they all post-0.3, or will 
some be pulled into 0.2 and 0.3 as well?
