If nothing else, you could use a funky trick that I've used, which is
to have a 'check-config' target that does the following:

* Check to see if the relevant jars are in ${user.home}/.ant/lib
* If not, copy them there (assuming you know where to get them)
* Echo a message to the console saying that they need to restart Ant

Not lovely, but it gets the job done.
