[ng-dhtml] unit testing setup for core

Hey all,

MDA has generously donated a bootstrap implementation (and some smoke 
test code in the makefile), but what we don't have now is a set of 
unit tests, and to do that we're going to have to get those tools 
into both CVS and the tests put into the sources. This means we need 
to:

	a.) get the unit testing stuff imported into CVS
	b.) finally define the location where tests will live

I think we were nearing consensus on a parallel file system tree for 
tests when we last discussed it, but we need to put that discussion 
to bed and get on with testing.

Thoughts? Anyone want to volunteer to get the unit testing code from 
burst setup and working with our bootstrap?
