There is no reason that I can think of (including the proposed 
non-namespaced outliers to date) that these kinds of things can't 
live in a namespace. Think of the namespace as a singleton. External 
users might have to adjust their name usage if they change the 
prefix, but internally the situations where we'll want an explicit 
top-level name are few and far between and can certainly be worked 
around.

I think it's important enough to support this requirement for larger 
organizations that will need to include Dojo in an OEM environment 
that we simply assume that we'll have to be able to do this and 
design from there.
