Comment:

 I didn't realize that a commit comment with both "fixes" and a ticket
 number anywhere in the text would close all referenced tickets - I thought
 they had to be directly after the fixes keyboard.   Thus, #8991 is NOT
 fixed by [18297] (above).  Thus, reopening.
